STRATEGIC PLAN OF THE DEVELOPMENT OF NNEGC "ENERGOATOM" FOR 2017-2021
State Enterprise “National Nuclear Energy Generating Company “Energoatom” was established in October, 1996. The Company is the operator of all running nuclear power plants of Ukraine. Its main task is to increase electricity production and the NPPs’ capacity factor while ensuring continued improvement of the operational safety.
The four nuclear power plants – Zaporizhzhya, Rivne, South-Ukraine and Khmelnytsky NPPs, as well as “Atomproectenginiring”, “Atomremontservis”, “Scientific and Technical Center”, “Emergency and Technical Center”, “Atomenergomash”, “Atomkomplekt”, “Atomprylad”, “Warehouse”, "Automation & Engineering" and “Administrative Department” are the separated subdivisions of NNEGC “Energoatom”.
On November 14, 2008 the Ministry of Fuel and Energy of Ukraine decided on the transfer of the SE “Donuzlav Wind Power Plant” to the Company for refurbishment and modernization. In December 2008, the Company management approved the “Donuzlav Wind Power Station” as a separated subdivision of NNEGC “Energoatom”.
Today there are fifteen power units in operation at the sites of Ukrainian NPPs, with thirteen represented by a VVER-1000 reactor installation, and the remaining two – by VVER-440. Ukraine ranks eighth in the world and fifth in Europe in terms of the total installed capacity of NPPs.
The share of nuclear power generation remains consistently high. In 2014 it was 50%.
Pursuant to the Law of Ukraine on the Use of Nuclear Power and Radiation Safety, NNEGC “Energoatom” is entrusted with functions of an operating organization accountable for the safety of all Ukrainian NPPs. Furthermore, the main task of “Energoatom” is construction of new power capacities and life extension for the existing ones, procurement of new and transportation of spent nuclear fuel, establishment of the national infrastructure for management of irradiated fuel, ensuring physical security of nuclear power industry facilities, personnel professional training and development, resolution of social issues of the Company employees, etc.
Among the priorities of NNEGC “Energoatom” is to complete units 3 and 4 of Khmelnytsky NPP. On June 9th, 2010 an Intergovernmental agreement was signed between Ukraine and the Russian Federation on cooperation in construction of units 3 and 4 of Khmelnytsky NPP. After a draft Feasibility Study for KhNPP units 3 and 4 and the Environmental Impact Assessment (as part of the FS) were completed, extended public consultations within a 30-km zone were arranged in May 2011. Comprehensive information was provided to organizations and the public who had registered for the consultations, all questions and requests, comments and proposals were collected. Moreover, in compliance with its international commitments, Ukraine informed the neighbouring states of possible trans-boundary impact of KhNPP units 3 and 4.
The Company experts also work on life extension of Ukrainian nuclear power units. A landmark in this process was year 2010, which was the first time when service life was extended by 20 years for operating power units 1 and 2 of Rivne NPP following the refurbishment and modernization. At the moment, service life was extended for 6 power units.
The Company has undertaken construction of a Centralized Spent Nuclear Fuel Storage Facility to accommodate spent nuclear fuel from Rivne, South Ukraine and Khmelnytsky NPPs; it has been involved in the selection of a new reactor type, establishment of an Open-End Nuclear Fuel Cycle, search for alternative nuclear fuel options and other important issues.
