about launching public hearings on the Environmental Impact Assessment Report

 

We would like to announce about launching the public hearings on the Environmental Impact Assessment (EIA) Report for the targeted activity described in section 1 herein, in order to identify, collect and take into account public comments and suggestions regarding the targeted activity. 

 

1. Targeted Activity

The object, the assessment of the impact of which on the environment has been investigated, includes operating power units, facilities included in the technological complex located at the industrial site of the Rivne NPP, as well as other objects within the energy complex in the location area (sanitary protection zone and surveillance zone).

Generation of electrical and thermal energy using nuclear power (water-cooled water moderated nuclear thermal reactors) WWER-440 (units 1 and 2) and WWER-1000 (units 3 and 4) with a total installed capacity of 2835 MW at the specific nuclear installation lifetime stage «Operation». The units of the Rivne NPP include the following equipment:

  • reactor WWER-440 (В213) - units 1, 2 and WWER-1000 (В320) - units 3, 4;
  • turbine type K-220-44 - units 1, 2 (2 turbins per unit) and K-1000-60/3000 - units 3, 4;
  • turbogenerator of type TVV-220 - units 1, 2 (2 per unit) and TVV-1000 - units 3, 4.

Used area – 4.8 square kilometers, radius of controlled access area – 2.5 km around NPP, surveillance area radius – 30 km around NPP. Rivne NPP site (51°19'44.2"N 25°52'11.5"E) is located in the town of Varash of Rivne region on the right bank of Styr river. The distance from Rivne NPP site to Kyiv is 345 km, to the state border of the Republic of Belarus is 60 km, Poland – 135 km, the Slovak Republic – 350 km, Hungary – 415 km, the Republic of Moldova – 330 km, Romania – 350 km.

4. Procedure for making a decision about carrying out the targeted activity and the agency authorized to review outcomes of the environmental impact assessment.

Order of the Cabinet of Ministers of Ukraine dated July 24, 2013 № 1071-р. determines the operation of the nuclear power plants of the country, the Strategic Plan for the development of the State Enterprise «National Nuclear Power Generating Company «Energoatom» for 2017-2021, Decision VI/2 of the 6-th Meeting of the Parties to the Convention on Environmental Impact Assessment in a Transboundary Context (the Espoo Convention)

5. Timeframe, period and procedure for public consultations/hearings on the EIA report, including the information on the time and venues of all public hearings.

The public consultations will continue for   30  working days (not less than 25, and not more than 35 working days) once the announcement is officially published (as indicated in the title of an announcement) and the public access is provided to the EIA report and other supplemental information, which is specified by the economic entity for submission in order to get a conclusion on the environmental impact assessment.

During the public consultation period, the public is entitled to submit any comments and suggestions, which, from the public perspective, concern the targeted activity, without giving any substantiation or justification. Comments and suggestions may be submitted in writing (e.g., electronically) and orally during public consultations and are recorded in protocols of public consultations/hearings. Suggestions submitted after the deadlines will not be reviewed.

Comments and suggestions will be accepted throughout the whole period of public consultations/hearings as specified in the second paragraph of section 5 of this announcement.
